The September 14, 2023 Lehi City Planning Commission held a regular session with eight items on the agenda, several of which would proceed to the City Council for final action in October. The most consequential item was a public hearing and recommendation on the Skyridge Property Zone Change, a request from applicant Jason Mandelaris to rezone 4.07 acres at approximately 260 East 2700 North from Public Facility to RA-1 (residential/agriculture). The commission forwarded a recommendation and the zone change was subsequently approved unanimously by the City Council at its October 10 meeting as Ordinance #58-2023. The commission also reviewed JDH Development's Vivian Estates Phase 4, a 22-lot residential development at 600 East 2000 North, forwarding a recommendation for preliminary subdivision approval that the City Council approved in October. The meeting included a public hearing and review of a grading permit for Vivian Estates Phases 3 and 4 covering approximately 43 acres at 600 East 2300 North. A proposed Development Code Amendment reducing the minimum lot size for detached accessory dwelling units (ADUs) from one-half to one-third of an acre was also reviewed and forwarded to the City Council, where it passed on a 4-1 vote in October with a modification capping ADU size at 1,300 square feet. Other items on the September 14 agenda included a conditional use permit for Smart Cash, a check-cashing business proposed for 525 South 850 East Suite 3; the East Main Street Retail Center Conversion drive-thru conditional use permit (carried over from the July meeting); and two minor subdivision requests — Gurney Farms Plat B and Gurney Manor Estates Plat B — both two-lot subdivisions with existing homes located along 700 East in the RA-1 zone.
