Meeting Summary

The July 27 Planning Commission worked through a long agenda mixing site-specific cases with a sweeping package of Development Code updates. On the site-specific side, commissioners reviewed Gary Clark's request to rezone 1.46 acres at 1460 North 1200 West from A-1 (agriculture) to RA-1, a step typical of north-Lehi parcels transitioning out of agricultural status. They also took up Anna Black's conditional use request for the East Main Street Retail Center Conversion at 1325 East Main Street, converting an existing auto-repair building into a retail use with a drive-through, and Howland Partners' request for site plan approval of Lehi Pointe Apartments, a 125-unit project between Stockton Drive and Ridge Road. The bulk of the meeting was devoted to citywide Development Code amendments initiated by Lehi City staff. These included changes to Chapter 4 (Amendments) governing when general plan amendments can be processed; Chapter 11 (Application Requirements) adjusting when site plans go to Planning Commission for approval; Chapter 12 clarifying standards for rehabilitation and treatment facilities and federally required reasonable-accommodation exceptions for group homes; Chapter 26 (Accessory Uses, Buildings and Structures) clarifying height, setback, and accessory-dwelling-unit requirements; and Chapter 37 (Design Standards) adding a three-story height limit in the Historic Downtown. The Historic Downtown three-story cap in particular signals an effort to preserve the scale and character of the downtown core as development pressure moves north along State Street. The ADU and group-home language touches on issues with active state oversight and is intended to bring city code into clearer alignment with state law.
